Karnala-Sai-Chirner (KSC) New Town, also known as "Third Mumbai", is a massive planned urban development in Maharashtra’s Raigad district. The project spans approximately 323.44 square kilometres and aims to reduce congestion in Mumbai and Navi Mumbai while developing a new global economic hub.

KSC New Town (Karnala-Sai-Chirner New Town) is one of the largest planned smart city developments in the Mumbai Metropolitan Region. It is strategically located near major infrastructure projects like the Atal Setu (Mumbai Trans Harbour Link) and the upcoming Navi Mumbai International Airport.
The project is currently in its planning and infrastructure phase. Drone mapping, LiDAR surveys and GIS-based master planning are underway to finalize the development blueprint. Major international investors including Brookfield and Blackstone have shown strong interest with investment proposals worth approximately ₹3.5 lakh crore.
